Does cellulose wadding rot or go moldy?

Mold comes from moisture. When water vapor passes through a building (by diffusion or convection), a part of it condenses as it cools off. And when confronted with this phenomenon, cellulose fibers naturally absorb most of the humidity, thus delaying any risks of condensation.

On the contrary, as far as glass wool is concerned, surplus water vapour can only condense. It then fills in air pockets and as a consequence, the whole wet part of the product cannot play the role it was originally meant for anymore.
